The European Commission has proposed a clearer legal framework for national, regional and local authorities that want to act on short-term rentals in areas facing housing affordability or availability problems.

The proposal does not create an EU-wide ban on short-term rentals.

What authorities would need to show

Restrictions would need to be justified, necessary and proportionate. The proposal also requires evidence of a significant adverse housing impact over a sustained period and consideration of less restrictive alternatives.

What this means for hosts

There is no automatic new restriction today. The relevant impact will depend on future legislation and on measures adopted by individual national, regional or local authorities.
